Are Honda Civic, Honda Accord, Volvos and Land Rovers Exotics as police cars?

I don’t know if i classify Accords, Civics, Volvos (all) and Land Rovers (all, including the Defender model) as exotics. Well, Accords and Civics i don’t see very often as Police Cars, although they are very common on the streets, then again BMW and Mercedes too. Volvos are dificult to see on the streets, but are very common as police cruiser on european countries, are they exotics?
